Hotel Harrington’s proposed redevelopment could give downtown DC a rooftop restaurant and bar open to the public, extending the closed hotel’s future role beyond overnight stays.

The Rooftop Proposal Includes Public Access

According to UrbanTurf’s October 8 report, reproduced by Chili Chili, KHP Capital Partners has requested zoning relief for a penthouse eating and drinking establishment. The proposal includes an adjoining outdoor terrace facing E Street NW and access for the general public. That would make it a potential stop for nearby workers and residents as well as hotel guests.

A Larger Renovation Would Bring Back Guest Rooms

The report puts the target at late 2028 with about 215 rooms. Plans also call for ground-floor dining, a lobby lounge, meeting space, a fitness center and a ballroom. KHP Capital Partners describes its business as investing in and transforming lifestyle hotels. At Harrington, the restaurant and rooftop details are worth watching alongside the room count because they determine how the building might reconnect with everyday downtown life.

Harrington has been closed since 2023, and the rooftop remains a proposal rather than a place readers can reserve. UrbanTurf reports that the Historic Preservation Review Board approved the design on September 24, 2026, but design approval does not guarantee an opening date. The property is at 436 11th Street NW, Washington, DC. The redevelopment’s reported late-2028 target remains subject to approvals and construction. Follow The Washington Lobbyist for informed coverage of Washington DC travel, hotels, restaurants and events.
